In 2007 Hills purchased Edwin Bryant + Associates in Penzance to enable an effective service to be provided from a West Cornwall base.  The Penzance office has a small team of surveyors led by Gary Pope who all have a wide level of experience backed up by the rest of the Hills team.
Early in 2014 Hills merged with HartQS bringing experience and knowledge of high profile bespoke commercial and residential projects, with state of the art green credentials adding to Hills’ already extensive project portfolio and further strengthening its long standing reputation in the QS arena.

Our Services

Hills offer a full range of Quantity Surveying and Cost Consultancy services, encompassing traditional skills as well as the latest business practices developed in a progressive and demanding construction industry.  Our many years of experience in these activities enable us to provide sound advice and assist our clients, including third party funders, to achieve quality and best value in their investments.

In our role as Project Manager we provide a strategic leadership to enable developments come to fruition, taking a proactive approach to ensure the smooth running of the development, including identifying potential problem areas and finding solutions.  From inception to post project evaluation our role encompasses:

• liaison between the technical design team and user groups during the design phase,
• balancing costs,
• monitoring programme compliance,
• co-ordination and liaison between the Employer, Contractor and Design Team during the construction phase.

With our Contract Administration and Employer’s Agent services we can ensure that a development is carried out under the terms of all types of construction contracts including:

• JCT Design & Build Contract
• JCT Standard Building Contracts
• NEC suite of contracts
• PPC200 form of contract

As CDM Advisor we can assist our clients to fulfil their responsibilities under the Construction (Design and Management) Regulations 2015 which apply to all building and construction projects, regardless of size, duration, and nature of work.  We can reassure the Client that Principal Designers and Contractors make appropriate arrangements for managing health and safety during every stage of the development including, on completion, the issue of the Health & Safety file.  In addition we can take on the role of Principal Designer where we have a concurrent design team appointment where we can provide a direct service to our clients.

Since the introduction of the Party Wall Act 1996, Hills have been actively involved in the preparation and adjudication of Party Wall Awards.

With the world’s ever increasing want to press matters to litigation, the construction industry being no exception, Hills' Dispute Resolution, Arbitration & Expert Witness team led by Geoff Hanna aim to provide advice to clients, contractors and sub-contractors on contractual matters with advice on mediation, adjudication and arbitration proceedings should these be required.

To adequately fulfil the role of Expert Witness a Quantity Surveyor requires knowledge of court proceedings and the law of evidence, as well as the ability and experience to prepare expert reports in a clear and logical manner.  Hills have represented clients either as claimant or respondent in a large number of cases several of which have resulted in court appearances.
