The new CDM 2007 Regulations came into force in April. They build on CDM 1994, increasing the responsibility for clients as outlined below, and changing the role of the Planning Supervisor to CDM Co-ordinator.
Projects are still divided into non-notifiable and notifiable with the timescales attributable to each remaining unchanged from the 1994 Regulations. However the client’s responsibility, especially in relation to non-notifiable projects, has increased.
Clients should be aware that their key responsibilities introduced under CDM 2007 are:-
- New timescales for the appointment of CDM Co-ordinators and principal contractors.
- To check competence and resources of all appointees.
- To ensure suitable management arrangements are in place and maintained during the project.
- To ensure project team have adequate resources and sufficient time to comply with their duties under CDM.
- Production and provision of pre-construction information to designers and contractors.
- To promote co-operation, co-ordination and teamwork.
- To take ultimate responsibility for Health and Safety.
An inexperienced client will need to turn to their CDM Co-ordinator for assistance and Hills have the knowledge and skill base to offer the help required to ensure that the Client’s duties under the new CDM 2007 Regulations are fulfilled.
